This plan is considered a daily snapshot of finAPI's activities concerning PSD2 migration. Due to the daily change of requirements originating from all of the market participants, finAPI is forced to adapt their plan to the most recent developments. |
finAPI Access migration schedule
PSD2 requirements
On Sept. 14, the EBA RTS related to PSD2 become effective and the following requirements have to be fulfilled by finAPI Access:
- Payment accounts in general must only be accessed through dedicated ASPSP interfaces (APIs) that fulfill the requirements of EBA
- In case an ASPSP does not provide an API that fulfills EBA requirements, TPPs like finAPI must use the Fallback according to EBA requirements.
- BaFin has granted an exception that for 6 weeks after Sept. 14 the continued usage of FinTS interfaces will not be penalized by BaFin
- For Austria, FMA has not granted an exception. So either PSD2 APIs or EBA fallbacks have to be used and if neither of them is available, the existing interface must be switched off until either one of them is available.
- For Czech Republic and Slovakia no exception is known to finAPI.
Schedule of changes in finAPI Access
Im Vorgriff auf die geänderten Anforderungen an finAPI Access hat die finAPI GmbH eine neue Version der Software namens Access PSD2 entwickelt, die den Anforderungen folgendermaßen Rechnung trägt:
- Seit längerer Zeit steht den Kunden der finAPI eine Vorabversion (Alpha-Version) von Access PSD2 zur Verfügung, die diese ihrerseits zur rechtzeitigen Umsetzung der neuen Anforderungen nutzen konnten
- Geplant am 4.9. geht die erste Version von Access PSD2 produktiv. In dieser ersten Version ist
- die Nutzung von XS2A-Schnittstellen vorbereitet, aber es sind noch keine konkreten Schnittstellen freigeschaltet.
- die Funktionalität für FinTS SCA/2-Faktor-Authentifizierung vorhanden
- die Rückwärtskompatibilität zu Vorgängerversionen gewährleistet, so dass finAPI Kunden nicht gezwungen sind, Änderungen mitzugehen (mit Ausnahme der FInTS SCA).
- Geplant am 11.9. geht die zweite Version von Access PSD2 produktiv. In dieser Version sind
- diejenigen XS2A Schnittstellen von Österreichischen, Tschechischen und Slowakischen ASPSP freigeschaltet, die von finAPI als produktiv und stabil beurteilt werden
- diejenigen österreichischen Fallback-Lösungen freigeschaltet, die finAPI als produktiv und stabil beurteilt
- diejenigen Tschechischen und Slowakischen API freigeschaltet, die finAPI als produktiv und stabil beurteilt
- Geplant am 13.9. werden diejenigen österreichischen ASPSP Schnittstellen abgeschaltet,
- die die FMA als produktiv und stabil erachtet und finAPI nicht
- die nach Ansicht der FMA einen produktiven und stabilen Fallback zur Verfügung stellen und nach finAPI Ansicht nicht
- über die die FMA keine Aussage macht. In diesem Fall wird angenommen, dass die Standard EBA Regelung gilt.
- Geplant nach dem 14.9.
- Werden ASPSP für ASPSP weitere produktive und stabile APIs in finAPI Access freigeschaltet mit dem Ziel möglichst schnell komplett auf diese zu migrieren und Fallback-Lösungen abschalten zu können
